Description For Military Construction (MILCON) Telecom Engineer

CeLeen, an operating firm of Command Holdings, is seeking an experienced Military Construction (MILCON) Telecom Engineer for their operations in Stuttgart, Germany. This role combines telecommunications expertise with military construction knowledge, requiring a professional with a strong background in Inside Plant (ISP) and Outside Plant (OSP) engineering. The position offers an opportunity to work with the Naval Information Warfare Center (NIWC) Atlantic, managing critical infrastructure projects and ensuring compliance with DoD standards.

The ideal candidate will have 5-10 years of experience in ISP/OSP design and implementation, along with a Bachelor's degree and necessary security clearances. Responsibilities For Military Construction (MILCON) Telecom Engineer

  • Serve as the Inside Plant (ISP) and Outside Plant (OSP) Engineer and/or Subject Matter Expert
  • Review MILCON Telecom designs and provide directions/guidance
  • Meet with Telecom vendors to perform market research
  • Represent Naval Information Warfare Center (NIWC) Atlantic to engage with stakeholders
  • Systems Engineering including requirements gathering and analysis
  • Develop technical documents using automated tools
  • Manage cost, schedule, performance of the project
  • Develop contract packages for procurement of services and supplies

Requirements For Military Construction (MILCON) Telecom Engineer

Linux
  • Bachelor's Degree
  • Current, active Top Secret security clearance with ability to obtain TS/SCI eligibility
  • BICSI ICT Certification Registered Communications Distribution Designer (RCDD)
  • 5-10 years experience in ISP/OSP design and implementation projects
  • Expert proficiency in Microsoft Office Excel, Word, Outlook, and PowerPoint
  • Outstanding communication skills
  • Professional proficiency in English
  • Must undergo TESA approval process
